NOTICE

 

To The Citizens of Odum Ga. / Wayne County Oct. 20, 2023

In the next few months you will be asked to vote on a very important referendum. It will be the SPLOST V referendum. This is not a “New Tax”, but it is the continuation of a 1% sales tax that every person pays in the City of Odum and Wayne County when making a purchase. SPLOST (SPECIAL LOCAL OPTION SALES TAX) is used to supplement municipal and county funds. SPLOST helps to pay for larger project items that may deplete General Funds and Water and Sewer Funds or would never be completed due to the costs.  

The current SPLOST IV tax was voted on in 2018 and began in July of 2018. As of today’s date, Odum has used these funds to fund many projects such as, Fire Truck Repairs, Replacing Fire Hydrants, Purchasing Turn-Out Gear and new boots for our volunteer firemen, Rebuilding the Pavilion at the Recreation Center, Purchasing a backhoe, purchasing 3 New Lawn Mowers, and 2 Rotary Mowers, and replacing all water meters in the City of Odum. This is just part of the projects that Odum was able to complete because of having these SPLOST funds. 

As you can see, SPLOST funds play a very important role for a small City like Odum, projects that would not have been completed on a small town budget.  

So, when the SPLOST V referendum comes up on the Ballot, I urge you to vote “YES” and support this “small tax” that helps in a “Big way”.

Facilities and Equipment (Remolding Multipurpose building and City Hall) $225, 000   


                                       Total Estimated Revenue $420,000   

Minutes From February 2024 Council Meeting

 

On February 6, 2024, at 7:00 pm the Odum City Council held its regularly scheduled meeting at Odum City Hall with Mayor Greg Rozier presiding. Council Members present included Kathy Rozier, Greg Leggett, Ron Sluder, and Clay Teston. Kevin Higgs was not present.

Mayor Greg Rozier called the meeting to order, and Council Member Kathy prayed the invocation.

Ron Sluder made a motion to accept the minutes from the regular January 2nd, 2024, meeting as emailed. Greg Leggett made a second to the motion and the motion passed with a 4-0 vote.

In Committee Reports:

Greg Leggett reported the total of unpaid Property Taxes for 2023 is $3482.86.

Clay Teston had nothing to Report.

Ron Sluder had nothing to Report.

Kathy Rozier gave an update on the TIA and LMIG Projects. She stated that Mayor Greg Rozier signed the contract with the County and that the Projects should go out for bids by the End of March 2024 and should be finished by late Summer or Fall of 2024.

Police Chief Leon McKinney gave and update on the Odum Police Dept. He stated that 180 citations have been issued from April 5, 2023, thru December 31, 2023.

Visitor:

Vicki Higgs, Chairman of the Odum Homecoming Committee asked the Mayor and Council if the City Fees for the Food Truck Vendors could be waved for the upcoming Odum Homecoming Food Truck Event coming up in April 2024. After a brief discussion, the Mayor and Council agreed to waive the fees for the Odum Homecoming Food Truck Event.

Old Business:

SLFRF: Mayor Greg Rozier called on Mr. Aubrey Mansfield to give an update on the SLFRF Project and he stated that we need to reject the previous bids because of the quotes being more than the budget would allow. Greg Leggett made a motion to reject the previous bids and Clay Teston made a second to the motion and the motion carried with a 4-0 vote.

 Also, Kathy Rozier made a motion to rebid the contracts and Greg Leggett made a second to the motion and the motion was carried with a 4-0 vote.

NEW BUSINESS:

Mayor Greg Rozier called on City Project Manager Aubrey Mansfield on the purchasing of a New Open Dump Trailer for the City. Mr. Aubrey presented to the Mayor and Council several quotes from different businesses for the purchase of the Trailer. Mayor Greg Rozier advised the Council that the money could be taken out of SPLOST IV to purchase the new Dump Trailer. After a brief discussion the Council decided to take the money out of SPLOST IV in Roads Street and Bridges and purchase the Dump Trailer. Ron Sluder made a motion to except the bid from DTE Company for $7920.00 for a 6x12 Open Dump Trailer. Greg Leggett made a second the motion and the motion carried with a 4-0 vote.

Assistant Clerk Jan O’Quinn and Council Member Kathy Rozier read the 1st Reading of the New Revised Mobile Home Ordinance. The 2nd Reading will be read at the Next Odum City Council meeting on March 5th, 2024.

Fire Depart:

Mayor Greg Rozier gave an update on the Fire Dept. He reported that Fire Chief Kevin Altman had resigned as of Jan. 30th, 2024.

Mayor Greg Rozier read a new Policy and Procedures contract for the Odum Volunteer Fire Dept. and asked the council to vote to have each Volunteer Fire Fighter sign and date the contract saying they have read and agreed to the policy which will stay in their permanent records. Clay Teston made a motion to adopt the Fire Policy and Procedures and have the Volunteer Fire Dept. Employees to sign and date saying the Policy was read by them. Greg Leggett made a second to the motion and the motion was carried to a 4-0 vote.

Clay Teston made a motion to adjourn the meeting and Kathy Rozier made a second to the motion and the motion passed with a 4-0 vote.
